His facial expression in general looks also a bit "frozen" what could be a sign of a facelift, the use of fillers and botox injections.  To avoid deep expression lines and wrinkles some patients go for implants or fillers instead of the classical lift to avoid being too "tight" but this needs to be perform carefully and taking in count each patient situation.

But it doesn't mean that it needs to stay like that, after a facelift the patient may need sometime for it to settle right.

Anyone with a brain can tell by looking at the current Rob Lowe that his chin is too sharp and too straight and he has a chin implant and the rest of his face is too tight as well. Over time, gravity takes its' course, unless if you get plastic surgery done on your face! I think he would look good if he just allowed nature to take its' course instead of placing a chin implant, fat sucked out of his cheeks, jaw implant, etc... he just doesn't look right.

looks like he had chin implant. Looks remarkably like Michael Jackson.
